It is a very light boat (a scow with a centerboard, using movable crew weight for stability). It is able to ride on the leeward edge of the hull. Add a fixed keel with an 8 oz bulb for stability, and it becomes a very heavy boat, with most of the width of the hull underwater. Then it becomes very similar to a typical Footy.
