Im getting towards the end of an rg65 build and wondered if I shoould just make a flat panel set of sails to start with. Are they adequate? I plan on making a proper set of panelled sails once balance etc is sorted out.

Yes.
You can add a great deal of shape to a model yacht sail using only boom-vang and mast bend on the main.
Or a topping-lift on the jib.
Skip the pannels untuil you are more comfortable.
Flat is fast.
you just give up alot on the acceleration end.
