Bow bumpers?

I know this may have been asked before, but has there ever been a consideration of having the use of a Bow bumper allowed in the class rules?

As you can see the Class Rules do not allow bow bumpers. There has been discussion of this option several times but there has never been a formal Motion to allow them proposed in the Biennial Class ballot.
I am personally aware of only one instance where a SeaWind was holed in a collision and in that case it was clear that the holed boat had become severely embrittled by prolonged sun exposure and a bow bumper would likely not have saved it.
